Profile does not have blue user menu on left hand side

My Foireann account does not have the blue user menu on the left hand side and options/section to upload documents or initiate the Garda Vetting process.  I submitted a request (#88484) asking for a review of my profile but it has not been reviewed or responded to. Can someone help?
