Who has responsibility to in putting a claim in for injury fund

Hi

In our club we have tried to put in for a gaa players injury under the injury fund.Each time we try to confirm the details it tells us we don't have permission to do do. Our club secretary has permission on foireann so can someone explain what we are doing wrong.
